Mr. Paul MANDL – Key Expert 1 : Team Leader – is a proven Team Leader with over 15 years’ professional experience working in business development and the management of complex TRTA projects with a focus on trade, economic development, regional integration, economic policy dialogue, trade facilitation and other sectors related to ARISE. He brings in-depth knowledge of EC procedures, including PCM, PRAG and Logical Framework Analysis, and proven diplomacy and negotiation skills, liaising with a wide range of counterparts, including ASEAN and EU officials. He brings in depth knowledge of regional integration in the context of the EU and the ASEAN, as well as most of the RIOs covered by the ACP Cotonou Agreement. He was the Director of the technical co-operation unit of the lead Consultant handling the APRIS2 Programme, from 2010 to 2011, and from September 2007 to March 2012 was Director of the Centre for Trade and Regional Integration (CETRI) involved in a number of assignments in relation to regional integration matters, notably in the ASEAN region with a vast network of practitioners, and good relations with a number of key AMS officials and task officers within the ASEAN Secretariat.
Mr. Rajinder Raj SUD – Key Expert 3 : Standards and Conformance Expert – has more than 20 years of practical experience in standardisation, quality and conformity assessment, acquired mainly in the ASEAN region. He also has direct experience in global trade matters through his participation in TBT committees, bilateral trade negotiations, and the Asia-Pacific Economic Cooperation (APEC), as well as in the ACCSQ as the national representative of Malaysia (1994-2006). Mr. SUD has occupied senior level management positions at SIRIM and National Standards and Accreditation Body of Malaysia for over 14 years.
Mr. Glyn Evans – Key Expert 2 : Transit Adviser Customs and Transport – worked for Her Majesty’s Revenue and Customs (HMRC) for approximately 30 years. After gaining experience in different Customs disciplines in the United Kingdom including Investigation, Information Technology, Value Added Tax and Preventive Controls, Glyn spent three years working on secondment for the European Commission’s TARIC system in Brussels. TARIC is the EU’s integrated Customs tariff system. He then spent five years with UNCTAD (United Nations Conference on Trade and Development) working in the COMESA ASYCUDA Regional Centre in Lusaka, Zambia. ASYCUDA is UNCTAD’s automated Customs declaration processing system. Before joining ARISE Glyn worked for the International Road Transport Union (IRU) in Geneva, Switzerland, where he acted as TIR Training Manager and assisted with the development of a trader front-end for the EU’s New Computerised Transit System (NCTS).
Mr. Keith ATKINSON – Key Expert 4 : Monitoring and Evaluation Specialist – is a senior M&E specialist with considerable expertise and experience in measuring regional integration, the achievements of similar TRTA programmes (having undertaken the final and mid-term evaluations for the APRIS1 and APRIS2 Programmes plus other successful assignments in ASEAN, SADC, COMESA, EAC, SAARC, SACU and IOC) and was the Team Leader for the development of a new set of Guidelines in 2012 for the European Commission on Regional Economic Integration.
Mr. Paolo VERGANO – Key Expert 5 : Institutional Strengthening Specialist – is a senior international trade lawyer and partner in the European law firm FratiniVergano with over 15 years’ professional experience. He has worked with the ASEAN Secretariat and ASEAN Member States (APRIS2, InWEnt and GIZ) since 2006 on a host of institutional development and legal drafting assignments with a particular focus on the EDSM, as well as on institutional support, legal and policy advice, capacity building and management development assignments related to multilateral and regional integration for RIOs such as CARICOM, the ACP and European Commission.
